ECI announces nationwide SIR of electoral rolls from Oct 28 in 12 states, UTs

The ECI announced that the SIR exercise of 12 states and UTs will be conducted from October 28 on a pan-India level. CEC Gyanesh Kumar stated that the SIR will "ensure no eligible elector is left out and no ineligible elector is included in poll rolls."

The Election Commission of India (ECI), during a press conference in New Delhi on Monday, announced a pan-India Special Intensive Revision (SIR) of electoral rolls from October 28. 

It will begin with 12 states and union territories as Phase 2 of the SIR. The SIR exercise concluded recently was the Phase 1, as announced by Chief Election Commissioner (CEC) Gyanesh Kumar. 

The list of 12 states and UTs that will be covered includes: West Bengal, Uttar Pradesh, Madhya Pradesh, Rajasthan, Tamil Nadu, Gujarat, Kerala, Chhattisgarh, Goa, Andaman & Nicobar, Lakshadweep, and Puducherry. 

 

 

The schedule of Phase 2 of the SIR is as follows:  

  • Printing/ Training: 28th October - 3rd November 2025

  • House to House Enumeration Phase: 4th November to 4th December 2025

  • Publication of Draft Electoral Rolls: 9th December 2025

  • Claims & Objection Period: 9th December 2025 to 8th January 2026

  • Notice phase (Hearing and verification): 9th December 2025 to 31st January 2026

  • Publication of Final Electoral Rolls: 7th February 2026

In the first step, which begins immediately, the voters in these states will be matched against the 2002/03/04 voting lists. Emuneration forms will be filled out by booth-level officers (BLOs) at the pre-emuneration stage, where they will go door-to-door for each voter, at least thrice. Those who have migrated temporarily or are busy during office hours will be able to fill in the details by themselves. 

The last time SIR was held was two decades ago, as stated by CEC Gyanesh Kumar. It has been conducted eight times so far, between 1951 and 2004. 

He concluded, "SIR will ensure no eligible elector is left out and no ineligible elector is included in poll rolls."
